Ministry of Finance NRW in Düsseldorf

The area for the New Ministry of Finance in Düsseldorf is one of the missing parts that contribute completing the urban planning idea of the blue-green ring. This topography interprets the volumetrics specified in the development plan and creates a staggered height development that incorporates not only the park but also the buildings up to the tower. The horizontal levels react at every point to their urban context and thereby strengthen the idea of the layered landscape. From the Northern park on Haroldstrasse, the design rises in steps to a height of seven meters above the park level and integrates the base into a sequence of terraces that serve for public use full of life and green spaces. The base then, becomes a park in the north and contains all of the above-ground parking spaces . The design proposes a homogeneous facade based on the horizontality of the layered levels. The geometry of the elements works as a hat brim, on one hand, they are inclined to generate the best orientation for the uses of solar energy and at the same time to ensure protection from direct sunlight. On the other hand, in the north, the "brim" is reversed and opens up to bring a lot of light into the building. Between the horizontals, a system of opaque wooden elements and metal slats encloses the building in order to protect it from eastern and western sunlight and to give the building a homogeneous structure and abstract look.
